RFP 27-VSW-MOU-022 Mountain Village Lower Loop Drinking Water Distribution Improvements Design

The State of Alaska Department of Environmental Conservation, Village Safe Water Program, is soliciting proposals for the design of lower loop drinking water distribution improvements in Mountain Village, Alaska. The scope of work involves reconfiguring the Middle Pump House to enhance hydraulic performance through internal piping modifications, the installation of new control valves, and the replacement of existing pumps with VFD units and upgraded electrical systems. Additionally, the project requires the replacement of approximately 5,500 linear feet of water mains with six-inch HDPE arctic water line and the installation of eight new flush hydrants spaced according to fire department requirements. The selected contractor must provide a Design Analysis Report featuring trip reports, geotechnical findings, outline specifications using CSI MasterFormat Divisions, and detailed cost estimates. The contract is governed by a performance period ending October 31, 2030, and requires compliance with the Build America, Buy America Act and FAR 48 CFR Part 31 cost principles. Award decisions will be based on a numerical score across several weighted criteria, including project understanding, project manager experience, project approach, workload and quality control, proposal quality, and MBE/WBE preference; notably, price is not an evaluation criterion for the award.
