RFP 358702703 Salt for Roadway De-Icing and Brine

Virginia Polytechnic Institute and State University is soliciting proposals under RFP 358702703 for the supply and delivery of salt solutions to be used for roadway de-icing and the creation of brine for water softening. The scope of work includes providing bulk roadway salt, bulk preventative de-icing blends, and bagged salt in 25-lb or 50-lb quantities. All products must conform to ASTM D632 and/or AASHTO M143 standards. Deliveries are to be made to 1704 Prices Fork Rd. in Blacksburg, Virginia, or other locations within the Commonwealth as directed. The contractor is responsible for all labor, equipment, and transportation, with a requirement to complete deliveries within 30 days of an order and provide 24-hour advance notification. The contract has an initial term of one year with the option for five one-year renewals. Award selection is based on the best proposal, with evaluation criteria weighted toward cost and the participation of Small, Women-owned, and Minority-owned (SWaM) businesses. Selected vendors must maintain comprehensive insurance coverages, including general liability of 2 million dollars and automobile liability of 500,000 dollars. Proposals must be submitted electronically by November 13, 2026, and include a pricing breakdown, product specifications, and a list of previous clients. Virginia Tech reserves the right to award multiple contracts to qualified offerors.
