The Kentucky Department of Education is soliciting proposals for a Personal Service Contract to operate a virtual computer science career academy. Established under KRS 158.809, the academy aims to provide statewide access to high-quality, synchronous virtual instruction across various computer science career pathways. The initial term of performance is anticipated to run from July 1, 2027, through June 30, 2028, with the Commonwealth reserving the right to renew the contract for up to two additional two-year periods. Award decisions will be based on a ranking of proposals using specific technical evaluation factors, including the virtual instruction and curriculum plan, district and student recruitment strategies, postsecondary partnership plans, and work-based learning engagement. Selected contractors must adhere to strict compliance standards, including FERPA and AI disclosure policies, and maintain professional liability and automobile insurance with minimum limits of 1,000,000 dollars per claim or occurrence.
