RFP#71 for Professional UASFLA Land Appraisal Services

The Southwest Regional Recreation Authority, operating as Spearhead Trails, is soliciting professional real property appraisal services for six parcels totaling approximately 180 acres in Wise County, Virginia. The primary objective is to obtain market value opinions for fee-simple acquisitions, easements, and rights-of-way to support recreational trail systems and LWCF grant administration. All work must be strictly compliant with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA/Yellow Book 2016 edition), which serves as the controlling standard over USPAP. The lead appraiser must hold a current Virginia Certified General Real Estate Appraiser license. Proposals are due by October 8, 2026, at 3:00 PM ET and must be submitted via the eVA system or delivered to the SRRA office in Coeburn, Virginia. Evaluation will be based on relevant qualifications, demonstrated UASFLA experience, proposed approach, and the ability to meet a target delivery date of November 30, 2026. The selected contractor will be responsible for property inspections, market research, and the delivery of signed, searchable PDF reports. The contract includes one complete response cycle to address written comments from both the SRRA administrative review and an independent technical review appraiser, whose services are arranged separately by the authority. Submission requirements include a four-tab proposal structure covering a cover letter, firm and appraiser qualifications, project team details, and relevant experience from at least five comparable projects completed within the last five years. Offerors must disclose any potential conflicts of interest and certify that their compensation is not contingent upon predetermined property values or acquisition outcomes. The authority encourages participation from SWaM and DBE-certified businesses. While no fixed project budget has been established, the resulting contract is intended as an as-needed arrangement for individual appraisal assignments.
