The Cherokee Nation is seeking qualified contractors to provide comprehensive pest control services across twenty-two health facility locations within its jurisdiction in Tahlequah, Oklahoma. The solicitation requires vendors to deliver monthly interior pest control and seasonal exterior services, with emergency response capabilities available upon request, targeting both general pests such as ants, spiders, and mice, as well as specialized pests including bed bugs, roaches, and termites. Contractors must supply all necessary tools, equipment, supplies, labor, and supervision to meet the full scope of work, and they are required to hold all professional licenses and registrations mandated by state and tribal law. Proposals must demonstrate the contractor’s capacity to serve all locations simultaneously and include a detailed pricing structure, as compensation will be based on negotiated rates submitted by the offeror, inclusive of any subcontractor costs. The award is contingent upon the availability of appropriated funds and may be terminated or reduced if funding is insufficient. Proposals must be submitted by June 22, 2026, by 5:00 p.m., in a sealed package containing one original, five copies, and one USB drive, clearly labeled with the required designation. Submissions must include a table of contents with numbered pages, a cover letter affirming acceptance of procurement conditions, a statement confirming the proposal’s validity for at least 90 days, and a declaration of willingness to enter into a Business Associate Agreement if access to protected health information is required. A critical requirement is the inclusion of current TERO certification to satisfy Indian Preference, which accounts for ten percent of the evaluation score. Evaluation is based on a weighted point system totaling 100 points, prioritizing previous experience at 35 percent, contractor capacity to serve all locations at 25 percent, proposed cost at 15 percent, emergency visit capabilities at 15 percent, and Indian Preference at 10 percent. Proposals failing any pass/fail gate—including incomplete pricing, undisclosed conflicts of interest, or noncompliance with submission guidelines—will be deemed nonresponsive and excluded from evaluation. The Cherokee Nation retains sovereign immunity, does not waive it, and prohibits arbitration or indemnification clauses, while requiring the contractor to fully indemnify, defend, and hold harmless the Nation against any loss, damage, claims, or liability arising from contract performance. All contract terms must adhere to the Cherokee Nation’s standard format, and the contractor bears sole responsibility for compliance and subcontractor management.
