RFP - CONSTRUCTION MANAGER AT RISK (CMAR) WITH A GUARANTEED MAXIMUM PRICE (GMP) VISTA DETENTION FACILITY INFRASTRUCTURE AND FACILITY UPGRADE

The County of San Diego is soliciting proposals for a Construction Manager at Risk (CMAR) with a Guaranteed Maximum Price (GMP) to execute infrastructure and facility upgrades at the Vista Detention Facility. With a budget not-to-exceed $16,790,000, the project focuses on comprehensive security enhancements, including the renovation of intercom and CCTV systems and the installation of a centralized security backbone to unify control over cell doors, lighting, access points, elevators, and water shut-off systems. Additionally, the work includes implementing anti-ligature improvements as required by the Board of State and Community Corrections. The project is divided into two phases: Phase 1 covering pre-construction services and Phase 2 covering the construction and installation of designs developed by SVA Architects, Inc. The contract will be awarded based on best value, evaluating proposers on their safety record, experience of the firm and key personnel, the effectiveness of the project plan, and the reasonableness of the price proposal. A pass/fail safety requirement mandates an average experience modification rate of 1.00 or less over the last three years. Compliance requirements include adhering to the higher of state or federal prevailing wages, meeting a 3% local small business participation goal per Board Policy B-53, and providing monthly skilled and trained workforce reports. The selected contractor must provide performance and payment bonds and ensure all work meets strict security and background clearance standards for the detention facility environment.
