RFP Desktop Geothermal Resource Assessment and Feasibility Study

The Quinault Indian Nation is soliciting proposals for a Desktop Geothermal Resource Assessment and Feasibility Study covering lands in Ocean Shores, Grays Harbor, and the coastal Washington region. The primary objective is to evaluate geothermal resource potential and establish a technically defensible exploration strategy. The scope of work includes analyzing groundwater and subsurface temperature records, regional heat flow, and geochemical indicators to develop conceptual geothermal resource and favorability models. These efforts will culminate in a comprehensive final technical report featuring an executive summary, assessments of the regional geologic and tectonic framework, and specific recommendations for future geophysical surveys, geochemical sampling, and drilling locations. Proposals must be submitted in English and U.S. Dollars by October 29, 2026, via email in searchable PDF, Word, or Excel formats. Qualified vendors are required to possess or obtain a Unique Entity Identifier through SAM.gov by the contract execution date and must comply with geospatial data requirements under 43 U.S.C. Chapter 46. The Quinault Indian Nation will award the contract based on a qualitative evaluation of the most advantageous proposal, considering factors such as past performance, technical and financial resources, vendor integrity, and peer review reports, rather than selecting based on the lowest price alone. Vendors must also disclose any conflicts of interest and certify that their pricing was determined independently.
