RFP: DPSST Learning Management Solution

The State of Oregon, through the Department of Administrative Services on behalf of the Department of Public Safety Standards and Training, is soliciting proposals for a GovRAMP or FedRAMP certified, cloud-based Commercial Off-the-Shelf Learning Management System. This solution is intended to replace several legacy systems, including Skills Manager, Acadis, Stars, and Iris, by 2027 to modernize statewide public safety training for over 50,000 constituents. The project aims to centralize training programs, completion records, and certification tracking while automating administrative processes. The total project budget is not to exceed 3.9 million dollars, covering staffing, contractors, and the software solution. The procurement utilizes a Competitive Sealed Proposal method with a points-based scoring system totaling 5,170 points, heavily weighted toward a detailed Requirements Matrix. Mandatory technical requirements are scored based on whether functionality is available out of the box, via configuration, or requires customization. Key compliance mandates include CJIS security policy adherence, WCAG 2.1 Level AA accessibility standards, and the protection of Level 3 Information. The successful vendor will provide a Software as a Service package including implementation and five years of operations and maintenance.
