RFP for Battery Bank and Chargers - Holyrood

Newfoundland Labrador Hydro has issued Request for Proposals number 109633 CM for the supply, testing, and delivery of a 125VDC Battery Bank and two redundant Battery Chargers for the Holyrood Thermal Generation Station. The battery bank must consist of 60 Vented Lead-Acid flooded lead-acid cells with an ampacity of 408Amps to achieve a nominal 125VDC output. All deliverables, including the battery bank and chargers, are required by April 30, 2027. The scope includes a mandatory factory acceptance test at the OEM factory, while on-site commissioning by an engineer or technician is offered as an optional service. Shipping must be conducted under DDP Incoterms 2020, and the vendor is responsible for providing a forklift and operator for off-loading at the delivery site. The evaluation process follows a four-stage sequential method: a pass/fail review of mandatory submission requirements, a pass/fail assessment of mandatory technical requirements, a scoring of non-price rated criteria, and finally, a pricing evaluation. The contract award will be based on a ranked scoring system of the combined technical and price scores, with the top-ranked proponent invited to direct negotiations. Proponents must provide an ISO Quality Assurance Program Certification and certified copies of factory acceptance testing protocols and quality control logs. Additionally, the supplier is required to maintain all necessary records for seven years and must adhere to strict packaging standards, including rust-inhibitive coatings on metal surfaces and removable plastic covers for battery terminal protection.
