2026 XR-4 Secure Edition
Solicitation # N0017326Q1301400110
The Naval Research Laboratory is soliciting quotations for the procurement of 2026 | XR-4 Secure Edition equipment under a Total Small Business Set-Aside, strictly limited to small businesses as defined by the NAICS code 334310 with a size standard of 750 employees. This is a Firm-Fixed-Price, brand-name-only procurement using the Federal Acquisition Circular 2026-01 effective March 13, 2026, and requires all items to be new, covered by the manufacturer’s warranty, and sourced exclusively through an Original Equipment Manufacturer or its authorized dealer, distributor, or reseller. Offerors must provide documentation proving their authorized status and must not submit remanufactured or gray market goods. Evaluation will follow the Lowest Price Technically Acceptable methodology, where technical acceptability is determined first based on compliance with specified requirements, followed by price analysis to determine the most advantageous award, potentially across multiple vendors if collectively cost-effective. Maintenance renewals for software or services must not be backdated and reinstatement fees, if applicable, must be itemized separately.
