Solicitation RFP-2022-23PLHA, issued by the Yuba County Finance and Administration agency, seeks proposals for the development of affordable rental and ownership housing funded by the Permanent Local Housing Allocation program. The project aims to increase the supply of safe, quality housing in California, specifically prioritizing older adults, seniors, people with disabilities, and large families. The scope requires a minimum allocation of 156,605.60 dollars toward ownership housing and limits rental funding to a maximum of four units. Key requirements include the acceptance of Section 8 Vouchers, rent limits not exceeding 30 percent of tenant income, and the provision of three to four bedroom units for large families. Proposals will be evaluated using a points-based system focusing on the statement of qualifications, project readiness and zoning, the development schedule, financial pro forma, community outreach, and the operations plan. Awarding is based on the most advantageous proposal, considering technical superiority and contractor due diligence rather than price alone. Successful bidders must provide performance and payment bonds equal to the contract price and adhere to Davis-Bacon prevailing wages. All submissions must be uploaded via the OpenGov Procurement Portal by October 26, 2026, and must include required certifications for a drug-free workplace and workers compensation. The contract is governed by the laws of the State of California with legal venue in the County of Yuba.

Affordable housing development is essential to creating stable, healthy, and inclusive communities by ensuring that individuals and families of varying income levels have access to safe, quality housing they can afford. The development of affordable homes helps reduce housing cost burdens, prevent displacement and homelessness, and provide greater economic stability for households. In 2017, Senate Bill 2 (The Building Homes and Jobs Act) created the Permanent Local Housing Allocation (PLHA) program. PLHA is funded by moneys deposited in the Building Homes and Jobs Trust Fund which are generated through a fee on all recorded real estate transactions in the State of California. These funds are intended to increase the supply of affordable homes in California. Priority populations for this funding include older adults, seniors, people with disabilities and families, including large families.
