RFP for Flooring Services

The Housing Authority of the County of Chester (HACC) is seeking qualified law firms to serve as outside legal counsel for its affordable housing development, redevelopment, and mixed-finance initiatives under an indefinite-delivery, quantity contract structure. The solicitation requires firms with proven experience in HUD programs, Rental Assistance Demonstration (RAD) conversions, tax credit transactions, public-private partnerships, and related real estate activities, with selection based on a weighted evaluation of public and affordable housing real estate experience (35%), proposed approach and market knowledge (30%), HUD and regulatory knowledge (20%), and cost reasonableness (15%). The contract will be issued under 2 CFR Part 200 guidelines, with a one-year initial term renewable annually up to a five-year maximum, and no minimum work commitment is guaranteed. Offerors must submit comprehensive documentation including the HACC Bid Form (Parts One and Two), Non-Collusion Affidavit, Section 3 Certifications, Statement of Assurances, Insurance Coverage Statement, HUD 5369 series forms, Excluded Parties Certification from SAM.gov, IRS Form W-9, and three professional references with consent for verification. All proposals must be submitted electronically via PennBid by August 31, 2026, and must remain valid for 90 days after the deadline. Contractors must maintain comprehensive general liability insurance of at least $1,000,000 per occurrence covering personal injury and property damage, and worker’s compensation insurance as required by Pennsylvania law, with policies naming HACC as an additional insured and issued by insurers admitted to do business in the state. Bidders must certify compliance with Equal Employment Opportunity standards, non-discrimination based on race, color, religion, sex, sexual orientation, gender identity, disability, or national origin, and affirm no organizational conflicts of interest that could compromise objectivity. Payment will be made within 30 days of receiving a properly detailed invoice submitted to HACC’s accounts payable office in West Chester, PA, or via email, with all costs—including overhead such as travel, postage, and photocopying—required to be included in the firm-fixed price without separate reimbursement. HACC retains the right to inspect and accept work products within 30 days and may cancel contracts with 30 days' written notice.
