RFP No. 2026-02-Rebid - ADA ELIGIBILITY ASSESSMENT AND SYSTEM REVIEW

The Birmingham-Jefferson County Transit Authority (BJCTA) is soliciting proposals under RFP No. 2026-02-Rebid for a comprehensive ADA Eligibility Assessment and System Review. The objective of this engagement is to evaluate the current ADA paratransit eligibility determination process and supporting systems, including a review of software such as Mobility Direct and Spare, to identify deficiencies and provide actionable recommendations for improving compliance, efficiency, and data integrity. Key deliverables include a Current State Assessment Report, a Technology and Security Evaluation Memorandum, a Compliance Risk Summary, a Comparative Methodology Matrix, and a Final Comprehensive Report with an implementation roadmap and executive presentation. Proposals are due by September 11, 2026, via the PlanetBids portal and must not exceed 100 pages. Award decisions will be based on a weighted evaluation of overall qualifications (30%), project organization and staffing (25%), project understanding and work plan (15%), cost proposal (15%), and references (15%). The contract requires adherence to 49 CFR Parts 37 and 38, HIPAA, and Alabama state laws. Selected contractors must be authorized to do business in Alabama, maintain a valid UEI number via SAM.gov, and comply with federal requirements including the Davis-Bacon Act and Buy America preferences. Payment is structured on a net 30-day basis following the approval of invoices aligned with 30-day milestone deliverables.
