RFP - On-Call Environmental Consulting Services for the Harris County Flood Control District (Grant Funded)

Harris County is soliciting proposals for on-call environmental consulting services to support the Harris County Flood Control District. This grant-funded initiative, supported by GLO, FEMA, and HUD, aims to award contracts to a minimum of four and recommended five vendors. The contract term is three years with two optional one-year renewals. The scope of work includes countywide field assessments, site reconnaissance, and monitoring for hazardous materials, jurisdictional waters, and protected species, as well as providing technical support, GIS file preparation, and regulatory compliance training. Proposals will be evaluated based on firm experience and qualifications (35%) and pricing (20%), with a focus on the most advantageous offer rather than the lowest cost. The contract carries stringent compliance requirements due to its federal funding. Contractors must adhere to the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act. Additionally, a minimum wage of $21.65 per hour applies to contracts over $100,000 for projects solicited after October 1, 2025. Mandatory requirements include a detailed M/WBE Utilization Plan, adherence to NIST Cybersecurity Framework Version 1.1 for data protection, and compliance with the Civil Rights Act of 1964 and the Americans with Disabilities Act. Contractors must also maintain specific insurance coverages, including professional liability, and provide certifications regarding the Build America, Buy America Act. All proposals must be submitted via the Bonfire portal by October 5, 2026.
