RFP PRO-Housing Pattern Book Development

The City of Fort Worth is soliciting proposals for the development of a Pathways to Removing Obstacles to Housing (PRO-Housing) pattern book for the Neighborhood Services Department. The objective is to create a comprehensive set of at least 12 pre-approved, code-compliant building plans for residential infill development, including single-family homes, duplexes, small multifamily units, townhomes, cottage homes, and accessory dwelling units. Award decisions will be based on best value, with evaluation factors focusing on project approach, related experience, quality of past work, local zoning knowledge, cost, and small business utilization. Proposals must score at least 50% of the total available points, excluding price, to be considered. Required documentation includes a bid table for pricing, proof of active SAM registration, a conflict of interest questionnaire, and a small business utilization form. The contract specifies net 30 payment terms via electronic invoicing and requires the vendor to maintain commercial general liability insurance of at least $1,000,000 per occurrence.
