RFP - Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan

The Northwest Hills Council of Governments (NHCOG) is soliciting proposals from qualified consulting firms to develop a Comprehensive Safety Action Plan for the Northwest Hills Region in Connecticut. Funded by the USDOT Safe Streets and Roads for All (SS4A) discretionary grant program and the Federal Highway Administration, the project utilizes the Safe System Approach to reduce or eliminate roadway fatalities and serious injuries for all users. The scope of work includes safety data analysis, public engagement, stakeholder outreach, equity analysis, and a policy and process review to identify and prioritize safety projects and implementation strategies. Key deliverables consist of bi-weekly coordination meetings, monthly progress reports, technical memoranda with supporting maps, and a final Action Plan with an implementation framework. The project is scheduled to begin with a kickoff in November 2026, with a draft action plan due in May 2028 and a final plan due in June 2029. Proposals must be submitted electronically to Erik Shortell by September 16, 2026, and must include firm qualifications, key personnel resumes, project experience, a detailed methodology, a project schedule, and a cost proposal. Awarded contractors must comply with 2 CFR 200, Title VI of the Civil Rights Act of 1964, and provide proof of workers compensation, liability, and vehicle insurance within 10 days of the award. The contract requires a non-collusion affidavit and a statement of compliance with federal, state, and local laws.
