RFP Standby Disaster Debris Hauling and Transport Services

The City of Fort Worth is seeking qualified vendors to provide standby disaster debris hauling and transport services on an as-needed basis under a five-year contract with an option to extend for an additional five years. Proposals are due by June 18, 2026, and must be submitted electronically through the BonfireHub portal. The scope of work requires contractors to be fully mobilized and ready to respond immediately following a disaster declaration, transporting debris from collection points to approved disposal sites in Tarrant County, Texas, while complying with FEMA guidelines and the Texas Disaster Debris Removal System. Evaluation is based on a best value approach, with experience and qualifications carrying the highest weight at 30 points, followed by small business participation at 25 points, technical approach at 20 points, capacity and equipment resources at 15 points, and cost at 10 points. All subcontracting and assignment require prior written approval, and contractors operate as independent entities with no employment relationship to the City. The City retains audit rights for three years post-payment and may inspect operations at any stage. Vendors must disclose litigation, criminal investigations, ownership interests, and small business participation through required forms including RFP-04, RFP-05, and Form W-9. FOB terms specify destination delivery with freight prepaid, and all disputes are subject to Texas law with venue exclusively in Tarrant County or the Northern District of Texas.
