RFP to Provide Warren County, NY with Assistance with Threat Assessment and Management Team Training, Exercise and Program Support Activities

Warren County Office of Emergency Services is soliciting proposals for professional services to support the Warren-Washington County Threat Assessment Coordination Team. The contract focuses on providing training development and delivery, exercise planning and evaluation based on Homeland Security Exercise Evaluation Program guidelines, and general program support including community outreach and policy development. All activities must adhere to New York State Executive Order 18 to improve targeted violence and threat response protocols using a multidisciplinary, whole-community approach. The project is funded by the NYS DHSES Domestic Terrorism Prevention Grant and includes Minority and Women-Owned Business Enterprise goals of 30 percent, split equally between MBE and WBE. The base period of performance runs from January 1, 2027, through December 31, 2027, with the possibility of two additional one-year extensions. Proposals are due by 3:00 PM on October 22, 2026, and will be evaluated using a Best Value process. Scoring is weighted toward experience and methodology at 35 points, cost at 25 points, project staff experience at 20 points, and references at 20 points. Preference is given to providers with Certified Threat Manager expertise and access to Association of Threat Assessment Professionals resources. The contract requires compliance with New York State Finance Law Section 139-k and mandates that all services be performed within the United States.
