The resulting agreement will span up to three years, from December 1, 2026, to November 30, 2029. The scope of work includes the development of an onboarding initial assessment management plan, building maintenance, repairs, and general oversight, with the service provider acting as the primary point of contact for tenants and stakeholders. Compensation is based on a percentage of Effective Gross Income, with a fixed monthly fee of 550 dollars plus tax for properties that are 100 percent vacant by direction of CMHC. To qualify, proponents must be registered with the Canada Revenue Agency and provide a Procurement Business Number. Mandatory staffing requirements include at least one Certified Professional Accountant and one Certified Property Management Professional, along with two authorized signatories who are insured or bonded for fiduciary liability. The contract mandates a Commercial General Liability policy of at least 5 million dollars and requires that all CMHC data remain within Canada. Additionally, the selection process involves rigorous third-party risk assessments covering cybersecurity, privacy, data management, business continuity, and the ethical use of artificial intelligence, including the submission of SOC 2 Type II or ISO/IEC 27001 certifications.
