The contract seeks a contractor to provide two years of operation and maintenance for the Harbor Plating Groundwater Treatment System located at 653 Valley Drive in Benton Harbor, Michigan, under Minor Projects File No. 761/21285.SAR, administered by the Michigan Department of Technology, Management and Budget on behalf of the Department of Environment, Great Lakes, and Energy. The scope includes routine and non-routine site visits, groundwater discharge sampling, remote monitoring, alarm response, procurement and replacement of consumables such as filter bags and chemicals, carbon changeouts, hazardous waste transportation and disposal, data tabulation, and monthly reporting to ensure continuous system operation and compliance with effluent limits of arsenic below 0.12 mg/L and chromium at or below 2.6 mg/L. The system must maintain a design flow of 15 to 30 gallons per minute, with all work requiring adherence to federal and state environmental regulations including RCRA, 29 CFR 1926.65, 40 CFR 261 and 761, 49 CFR 172, and Michigan Public Act 451. The contractor must submit a Water Treatment System Prove-Out Report, monthly progress reports, and hazardous waste manifests, and all submittals must be properly labeled, stamped with the contractor’s approval, and include required identification details. Bidders must demonstrate responsiveness and responsibility through compliance with technical, financial, and operational requirements, including proof of Michigan residency or business establishment, submission of a Qualified Disabled Veteran representation if applicable, and certification of asbestos abatement compliance. Eligible bidders may receive a 10% price preference if certified as a Qualified Disabled Veteran-owned business, with a 10% deduction applied to their bid for evaluation purposes. All bids exceeding $50,000 require performance and payment bonds from a surety listed on U.S. Treasury Circular 570, along with liability insurance meeting specific A.M. Best and DIFS standards, including pollution liability coverage of at least $1,000,000 per occurrence and employer’s liability limits of $1,000,000. Contractors must also carry worker’s compensation coverage with waivers of subrogation rights in favor of the state, register with SIGMA VSS for payment processing, and comply with prevailing wage rates outlined in Appendix V.
