The U.S. Embassy Islamabad is seeking proposals under solicitation 19PK33-26-Q-7080 to implement the U.S. Experts Program, which deploys American subject matter experts to Pakistan to advance U.S. policy objectives and commercial interests through public presentations, technical consultations, and capacity-building initiatives in key sectors including technology, economic competitiveness, human capital development, regional stability, and sports and cultural diplomacy. The contract is structured as a commercial item solicitation with a one-year base period, extendable by up to six months, and requires the contractor to manage the full lifecycle of expert engagements—from identification and recruitment to logistics, event execution, compliance, and post-event documentation. The primary place of performance is Pakistan, with required operations in Islamabad, Karachi, Lahore, Peshawar, and other locations as needed; the contractor—or subcontractor—must maintain permanent office facilities in Pakistan and demonstrate local expertise, including bilingual English/Urdu staff, familiarity with Pakistani government procedures, and proven experience in event management and international expert exchange programs. The contract is governed by a suite of Federal Acquisition Regulation clauses, including 52.212-4 for commercial items, 52.225-19 for personnel supporting a diplomatic mission abroad, 52.228-3 for Defense Base Act workers’ compensation, and several provisions addressing ethical conduct, whistleblower protections, data security, prohibitions on covered telecommunications and BYTEDANCE applications, and labor standards.
