The contract involves the procurement of LinkedIn Learning Hub services for the New York State Office of the Attorney General, with a focus on supporting state agencies through a 36-month license agreement from October 19, 2025, to October 18, 2028. The award method prioritizes selecting the lowest responsible and responsive bid from vendors that meet specific eligibility criteria, notably being certified Service-Disabled Veteran-Owned Business (SDVOB) or Minority- and Women-Owned Business Enterprise (M/WBE) businesses within New York State. The procurement is a discretionary purchase under State Finance Law, limited to qualified NYS-certified vendors, and aims to fulfill licensing needs across different volume options, ranging from 1,000 to over 2,999 licenses, billed per seat. Bidders are required to submit a comprehensive cost proposal by September 29, 2025, and are encouraged to submit questions by September 16, 2025, with responses provided by September 19, 2025. The contract will be awarded via a single purchase order covering the full three-year term, with payment based on invoices for the licenses issued. The project emphasizes full MWBE or SDVOB participation, with a goal of 100% participation for either category. There have been no prior awards for similar contracts within the past five years, and the process involves strict adherence to submission guidelines, including completing all required forms and providing necessary certifications. The contract aims to support statewide government operations by ensuring access to LinkedIn Learning resources through a streamlined, cost-effective procurement process.
