AI Contract Overview
The U.S. Department of Transportation’s Maritime Administration is soliciting bids for the removal and installation of a fuel dispensing system at the Yocum Sailing Center located at the U.S. Merchant Marine Academy in Kings Point, New York. The work involves the complete removal of existing underground storage tanks and associated piping, electrical systems, and dispensing equipment, followed by the installation of new double-wall fiberglass underground storage tanks (6,000-gallon diesel and 2,500-gallon gasoline), leak detection systems, fuel dispensers, sumps, manholes, and full surface restoration, all in compliance with federal, state, and local environmental, safety, and regulatory standards from agencies including EPA, DOT, DEC, and OSHA. The solicitation is structured as a Firm Fixed Price contract under a Total Small Business Set-Aside using NAICS code 237120, with proposals required to be submitted in three separate volumes: Volume I detailing the technical approach (not to exceed ten pages), Volume II covering past performance (not to exceed two pages), and Volume III containing all pricing information in a detailed narrative and completed pricing spreadsheet. Proposals must be emailed to durba.ray@dot.gov by 2:00 p.m. EST on May 26, 2026, and must clearly reference the RFQ number 6923G226Q000016 on all volumes. Past performance questionnaires must be submitted directly by references to the same email address and cannot be included within the proposal volumes. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability is determined first based on the adequacy of the proposed technical approach and past performance; only proposals rated ACCEPTABLE on both Volume I and Volume II will proceed to price evaluation. Pricing will then be the sole determining factor among technically acceptable offerors. All offerors must have an active SAM.gov registration with a valid UEI and CAGE code, and must self-certify as a small business. Required attachments include a completed SF-24 Bid Bond, Wage Determinations under DBA and SCA, an Engineering Study report, and a Pricing Sheet. Performance must occur between June 15 and September 14, 2026, at the specified location in Kings Point. Invoicing must be submitted exclusively through the DOT DELPHI eInvoicing portal via login.gov, and electronic submission is mandatory—
