Full Description

California Department of Fish and Wildlife (CDFW) is responsible for the establishment of the California Monitoring Program (CMP) under California Fish & Game Code § 6951 (2025). The purpose of CMP is to collect comprehensive data on anadromous salmonid populations, in coordination with relevant agencies, to inform salmon and steelhead recovery, conservation, and management activities. Since 2011, CDFW and partners have implemented the CMP to monitor and assess salmon and steelhead populations ranging from California¿s border with Mexico to the border with Oregon. Data has been collected from many individual CMP projects across the state for 10-20 years using a standardized data structure referred to as the Aquatic Surveys Program (ASP) database. The ASP database currently exists in three parts; 1) a distributed Microsoft (MS) Access application, 2) a centralized SQL database (mirroring the structure of the distributed MS Access application), and 3) the Survey Management Switchboard (SMS) application used to manage lookup table values. Currently, some ASP data are stored in the SQL database, however several intermediary steps and manual upload of data from text files or a distributed MS Access application into the SQL database are required due to a lack of user access and tools. A separate database application, called the Survey Management Switchboard (SMS Application), is used to enter, store, and retrieve various lookup table values used by the ASP to ensure uniform values are used across projects, and managers of the program. Standard Operating Procedures (SOPs) for entering and appending data into the distributed MS Access application will be available at the start of the project. To improve data management and access, CDFW proposes to fully transition the existing SQL database and SMS application to a single web-based application with data entry, batch upload tools, and custom query and data retrieval tools to support the collection, storage, and analysis of comprehensive data on anadromous salmonid populations. The proposed project will allow approved users from CDFW and partner organizations to enter, upload, and download data, and perform data QA/QC by directly accessing a centralized application.
