Climate Change Vulnerability Analysis for Live Oak Canal and Gilsizer Slough Drainage Districts
Solicitation # 20261027054
The Sutter County Development Services Department is soliciting proposals for a professional consultant to perform a climate change vulnerability analysis for the Live Oak Canal and Gilsizer Slough Drainage Districts in Yuba City, California. The project requires a comprehensive evaluation of existing roadway crossings, including culverts and bridges, and their connected open channels to determine their ability to convey anticipated flows based on the latest state climate and precipitation prediction models. Key tasks include conducting a structural stability and erosion potential assessment, performing a condition survey of the drainage system, importing survey data into the County's GIS system, and producing a Final Hydraulics Report and a Vulnerability Analysis report for approval by the Sutter County Board of Supervisors. Proposals are due by November 24, 2026, and will be evaluated based on project understanding, scope of work, project manager qualifications, demonstrated competence, and client references. Notably, cost proposals are not required during the initial phase; the top-ranked consultant will submit a cost proposal following a scoping meeting. The contract requires compliance with California Prevailing Wage Laws and DIR registration. The final project acceptance by the Board of Supervisors is tentatively scheduled for April through May 2028. Invoices for services are payable within thirty days of approval, and the project is managed by Neal Hay, Director of Development Services.

The City of Ideal is seeking qualified environmental consulting firms to support the cleanup and redevelopment of the former Ideal School site in Georgia through a federally funded EPA Brownfields Cleanup Grant. The project involves planning, abatement, oversight, and community engagement activities, with a total budget of approximately $433,000, and is scheduled for completion by September 30, 2029. The selected contractor will perform tasks including community outreach, preparation of technical reports and cleanup designs, hazardous material abatement (notably asbestos, lead-based paint, and mercury-containing devices), and oversight of cleanup operations. The work must align with the City’s approved FY2025 EPA workplan and the draft Analysis of Brownfield Cleanup Alternatives, ensuring compliance with federal, state, and local environmental regulations such as AHERA, NESHAP, OSHA standards, and Georgia EPD requirements. The contract will be structured as a cost-plus-fixed-fee arrangement not exceeding a lump sum, with detailed budgets allocated across tasks like planning, cleanup, oversight, and community engagement. The procurement process emphasizes qualifications-based evaluation, encouraging participation from disadvantaged, minority, and women-owned businesses, which must certify their status and submit relevant documentation.
