RFQ For Investment Banking Services

The City of Los Angeles, through the Office of the City Administrative Officer, is soliciting Statements of Qualifications from firms to provide investment banking services, including debt structuring and marketing, for CAO-managed debt programs. This RFQ serves to establish or update the Existing Qualified List of firms. While firms already on the list as co-managers who do not seek a change in role need not re-apply, those wishing to be considered for senior manager roles must do so through this process. Selection is based on a weighted evaluation focusing on experience with specific financing transactions (50 percent), general firm qualifications (25 percent), and the firm's understanding of the City's specific financing needs and debt policy (25 percent). The procurement process requires strict adherence to submission guidelines, including a 15-page limit, specific font and margin requirements, and electronic submission via the RAMP portal by November 20, 2026. Selected firms will be chosen from the Qualified List on an as-needed basis, with no guarantee of a contract award. Compliance requirements are extensive, including adherence to the Responsible Banking Ordinance, the Contractor Responsibility Ordinance, and various non-discrimination and equal employment provisions. Firms must also disclose any disciplinary history from the SEC or NASD and provide detailed personnel experience and reference evaluations.
