Johnson County Kansas has issued RFQ 2026-045 for a Progressive Design Build project to replace the Brush Creek Pump Station in Prairie Village. The project aims to replace aging infrastructure with a new station designed for current flows and future wet weather capacities to support the eventual decommissioning of the Peak Excess Flow Treatment Facility. The total project cost is estimated between 12 million and 17 million dollars. The procurement follows a two-phase format: Phase 1 focuses on pre-construction and design services to reach a mutually agreeable Guaranteed Maximum Price (GMP) by the 60 percent design mark, while Phase 2 covers the construction phase. The tentative schedule begins with a notice to proceed in June 2027, with construction starting in January 2029 and final completion targeted for December 2030. The selection process is qualifications-based, starting with a Statement of Qualifications (SOQ) due by December 9, 2026, at 2:00 PM. Shortlisted firms will then move to a Request for Proposal (RFP) phase including a cost proposal. Mandatory requirements for respondents include the ability to secure performance and payment bonds up to 20 million dollars, legal registration to do business in Kansas, and demonstrated experience in constructing complex wastewater facilities while maintaining existing operations. Evaluation criteria focus on the Design-Builder profile, project management and teaming approach, and overall responsiveness to the RFQ. The project also includes specific requirements for the restoration of a baseball field in Porter Park and adherence to cybersecurity response plans and ADA compliance.

2.2. PROJECT DESCRIPTION
JCW is seeking SOQs from qualified Design-Builders to initially provide pre-construction services and design services to complete the design based on HDR’s 2026 Preliminary Engineering Report. JCW and Owner’s Advisor will assist the Design-Builder to design and construct a new Brush Creek Pump Station. The Progressive Design Build will follow a two-phase format. In Phase 1, the Design-Builder will be responsible for working with JCW to reach an agreeable GMP anticipated to be finalized around 60% design. Multiple GMPs may be allowed assuming they are mutually agreeable, that schedule allows, and they benefit the project. Depending on the cost and the progress of the project, if the GMP is favorable then JCW will seek BOCC approval to amend the agreement and continue into Phase 2, the construction phase, with the Design-Builder. If a satisfactory GMP cannot be reached, JCW may elect to off-ramp the project and will need to negotiate design services to 100% design including bidding services in order to hard-bid the project.
The estimated total project cost, including engineering, easements, land acquisitions, and construction is between $12-$17 million, which includes escalation to midpoint of construction in 2029.
2.3. TENTATIVE PROJECT SCHEDULE
A preliminary engineering report has been completed for this project by the Owner’s Advisor. The following overall project milestones are provided below for reference and are intended to provide a general intent for project duration. The actual design and construction milestones will be determined in the design phase with the Design-Builderprior to the GMP.

The City is allowing two years of use of the field including restoration, which is to be provided by the Design-Builder. The Agreement is being finalized and will be made available with the RFP. The details of the executed Agreement shall supersede any requirements stated herein. The BOCC approval process requires sixty days assuming that all the information, data, costs, contracts, etc. are ready at the start of this process.
