RFQ - REAL PROPERTY ACQUISITION AND APPRAISAL PROFESSIONAL SERVICES

The Cape Fear Public Utility Authority (CFPUA) is seeking a qualified real property acquisition and appraisal firm to provide on-call professional services in support of water and sewer infrastructure projects across North Carolina. The contract is structured as an indefinite-delivery, indefinite-quantity (IDIQ) arrangement with a one-year base period and an option to renew for one additional year, for a total potential funding ceiling of $300,000, though the base period is capped at $150,000. Selection will be based solely on qualifications, including the firm’s experience, the expertise of proposed personnel, and their familiarity with similar utility projects, with no consideration given to price or cost. Firms must hold a valid North Carolina General Appraisal License and a North Carolina Real Estate Broker License, and must be registered in good standing with the North Carolina Secretary of State. Insurance requirements include General Liability, Workers’ Compensation, Auto Liability, and Professional Liability coverage with minimum limits of $1 million per occurrence for liability and auto, $2 million aggregate for general liability, $500,000 for workers’ compensation, and $2 million per occurrence for professional liability, with CFPUA named as an additional insured. Proposals must be submitted electronically as a single PDF not exceeding 25 MB and must not exceed 30 pages for the Statement of Qualifications, excluding resumes, appendices, and administrative elements. All submissions must be sent to bids@cfpua.org by 2:00 PM on September 15, 2026, with questions due by September 8, 2026. Offerors are required to disclose any litigation or claims against the company in the past five years, and no other socioeconomic, size status, or federal certifications such as UEI or CAGE codes are required. The contract does not include standard federal acquisition regulation clauses, and performance will occur throughout North Carolina, with acceptance of deliverables handled by CFPUA in Wilmington. No formal delivery or packaging specifications apply, as this is a professional services acquisition, and task orders will be issued as needed without guaranteed volume.
