The Brunswick County project involves soliciting qualifications from engineering firms to assess and rehabilitate up to twelve sewer pump stations, with the goal of evaluating their current conditions, designing necessary upgrades, and ensuring compliance with county standards to improve operational efficiency. The scope includes detailed assessments, technical documentation, and design work, but excludes bidding and construction services. The project is partially funded by an $1 million EPA grant, with a total project cost of approximately $1.25 million, of which Brunswick County will contribute 20%. The deadline for submission of qualifications is August 21, 2025, with the work expected to be completed by August 2025. The evaluation process emphasizes qualifications, experience, project approach, and the ability to develop a project schedule, with selection based on qualifications rather than price, followed by negotiations with the top-ranked firm. The contract incorporates a comprehensive set of federal, state, and county regulations, including EPA grant requirements, environmental statutes, labor standards, and socioeconomic considerations, which must flow down to all subcontractors. It emphasizes the importance of qualified key personnel, diversity and small business participation, and environmental sustainability practices. The agreement is structured as a fixed-price, lump sum professional services contract with no detailed line-item breakdown; the total amount covers assessment, design, documentation, and project management services for the specified pump stations. Payment is made via monthly invoices, with the County reserving the right to terminate if funding is not appropriated. The project timeline mandates completion by August 2025, with deliverables reviewed and approved by Brunswick County, which acts as the acceptance authority. The RFQ submission requires organized documentation, including firm qualifications, project approach, and schedule, with four hard copies and one electronic copy due by the specified deadline, and all responses must adhere to the outlined regulatory and contractual conditions.
