RFQ/RFP – Bolton Center School Roof & Parapet Project – A/E Design Services

The Town of Bolton is seeking qualified Architectural and Engineering firms to provide professional design services for the roof replacement and parapet repair project at Bolton Center School, located at 108 Notch Road, Bolton, Connecticut. The scope of work involves the replacement of approximately 96,542 square feet of low-slope roofing with a fully adhered, two-ply, white rubberized modified bitumen SBS system, including a structural analysis to ensure support for the new roof and potential future HVAC or PV systems. The project is divided into four phases: conceptual design, final design, bidding support, and construction administration. The resulting installation must include a 30-year no dollar limit warranty. Performance is scheduled to begin in June 2027 and must be completed by the last week of August 2027. The procurement process follows a two-stage RFQ and RFP method to identify the most responsible qualified proposer based on pricing, experience, team structure, past performance, project approach, and contract oversight. Interested firms must attend a mandatory walkthrough on October 5, 2026, and submit their qualifications and cost proposals in separate sealed envelopes by October 23, 2026. The successful firm must adhere to strict insurance requirements, including $5 million in excess liability and $1 million in professional liability coverage, and must agree to indemnify the Town of Bolton, the Bolton Board of Education, and the State of Connecticut. All work products created under the contract will become the sole property of the Town.
