The City of Chattanooga is seeking proposals to develop a Stormwater Asset Management Program (SW-AMP) aimed at proactively managing its stormwater infrastructure. The primary objective is to identify, map, and establish a comprehensive plan for all stormwater assets under the city's jurisdiction, ensuring the delivery of reliable services to residents while optimizing lifecycle costs through tracking necessary upgrades, repairs, and maintenance activities. Recognizing the extensive scope of the city's stormwater assets, the project will be implemented in phases, beginning with a pilot program initiated through this Request for Qualifications (RFQ). The selected consultant will work under the direction of the City’s Public Works Department’s Stormwater Division and Project Managers, reporting directly to them throughout the project. The contract is valued between $500,000 and $2,000,000, reflecting the scale and importance of the initiative. The solicitation was posted on April 17, 2025, with a deadline for responses set for May 2, 2025. The project falls under NAICS code 541511, indicating a focus on consulting services. Interested firms can contact Debbie J Talley via email for further information. This program represents a strategic effort by the City of Chattanooga to enhance its stormwater infrastructure management through a phased, data-driven approach, starting with this initial pilot to establish a foundation for future expansion.

The goal of the [SW]-AMP is to develop a proactive asset management program. The program should identify, map, and support a plan for all SW assets the City is responsible for managing to ensure the system is providing the appropriate level of service to its customers, optimize life-cycle costs while tracking needed upgrades, repairs, and maintenance. Due to the size of the City and the number of SW assets, it is anticipated the AMP will be phased, with this initial RFQ program as a pilot program for future phases. The selected Consultant will report to, and operate under the direction of the City of Chattanooga Public Works Department’s Stormwater Division and Project Managers.
