This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.


This solicitation is issued as a Request For Quotations (RFQ) for commercial products or commercial services prepared in accordance with FAR Part 12.201-1, Simplified Procedures for the purchase of commercial items/services for the Purchase and Installation of 4ea Prefabricated Commercial Office Modular Trailers (ranging from 24' x 72' to 24' x 80') with AC Training Support at Camp Santiago Joint Training Center (CSJTC).

Questions must relate to clarification of requirements, terms, and conditions only. Generic questions about prior purchases, or informational inquiries NOT RELATED to this solicitation will NOT BE ANSWERED. The contracting office will not address questions explicitly stated in this solicitation and its attachments.


Key Instruction & Evaluation Caveats:


Limitations on Subcontracting (52.219-14) & Non-Manufacturer Rule (NMR): To be determined conforming, Volume 2 of your quote must include a brief narrative demonstrating compliance with FAR 52.219-14 (Deviation 2021-O0008). The quoter must explicitly state whether they are the manufacturer of the trailers. If the quoter is a dealer/distributor, they must confirm compliance with the Non-Manufacturer Rule by identifying the domestic small business that is manufacturing the trailers or identify any "similarly situated entities" acting as subcontractors.


Technical Suitability Requirements: Volume 2 must include manufacturer product literature (cut sheets verifying trailer dimensions, 140-180 mph wind ratings, coastal corrosion resistance, thermal envelopes, and HVAC capacity). It must also include a copy of the standard 12-month minimum warranty, AND a written statement confirming that Government-installed IT cabling through provided conduits will NOT void the warranty.


Removal of Unexercised Options: This solicitation includes Option Line Items. Any option Contract Line Item (CLIN) that the Government does not select to exercise at the time of contract award shall be completely removed from the final award document. Only the base requirement and those option CLINs explicitly exercised in writing at the time of award will constitute the final purchase order.


Basis of Award


The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest priced, conforming quotation. This acquisition is being conducted under Simplified Acquisition Procedures for commercial products under RFO.


Sequential Review Process: To streamline the evaluation process, the Government will rank quotes in pricing order from low to high. The Government will first evaluate the technical suitability (Volume 2) of the lowest-priced quotation. If the lowest-priced quotation fully conforms to the requirement (including NMR/Subcontracting limitations and technical specs), the Government intends to make an award to that quoter without reviewing the remaining technical volumes.
