Skagit Transit (ST) has a requirement for federal advocacy services to be performed by a federal legislative advocate(s), which shall consist of services requested by the ST Project Manager or designated representative and may include, but are not limited to, the following: 1. Represent ST with the State Delegation, other key Congressional offices and committees, Administration officials and federal agency staff. 2. Assist ST in developing the agency’s priorities for inclusion in legislation, federal guidance or regulations; and in advocacy for or against pending proposals. This may include drafting legislative language; securing a bill and/or amendment sponsor; assisting with legislative and/or regulatory analysis; building coalitions, as needed; and lobbying appropriate officials to develop, refine and support such legislation or regulation. 3. Advise the Commission and staff on effective strategies to influence legislative and administrative activities. 4. Review proposed legislation and regulations for potential benefit or burden to ST transportation interests. 5. Assist in preparation and delivery of materials, testimony and written communication. 6. Track ST priority issues and provide ST with monthly reports regarding legislation, programs and other activities of interest, and upon request. 7. Coordinate and attend ST’s trips to Washington, D.C. as needed to engage with Members of Congress, congressional staff, and federal officials in support of the agency’s legislative agenda, strategic initiatives, and funding objectives. Prepare briefing materials, talking points, project summaries and funding requests to support meetings, and coordinate appropriate follow-up actions to advance agency priorities.
