Natural Resources Canada (NRCan) has issued Request for Supply Arrangement (RFSA) NRCan-5000045352/F to establish a pool of pre-qualified suppliers for professional services involving airborne topographic LiDAR data. The scope of work is divided into four categories: the acquisition and classification of LiDAR data and supporting aerial orthophotos, the classification of LiDAR data, the classification of existing NRCan-provided data, and the inspection of existing LiDAR classifications. This RFSA cancels and supersedes all previous versions from NRCan-5000045352 through NRCan-5000045352/E. As a supply arrangement, this is not a legally binding contract for services but a framework that allows NRCan to solicit bids from qualified suppliers for specific projects via subsequent calls for tender. Qualification is based on a two-phase process where suppliers must meet mandatory requirements and achieve a minimum point rating for Category 1 to be considered responsive. Those qualifying for Category 1 automatically qualify for Categories 2, 3, and 4. Deliverables, which may include project planning reports, classified LiDAR files in LAS or LAZ format, and ESRI Shapefiles, are evaluated using a performance report card focusing on technical accuracy, comprehensiveness, and punctuality. The arrangement includes specific provisions for Indigenous business set-asides and requires quarterly reporting on all call-up activities. Professional services are governed by general conditions based on complexity, ranging from medium to high complexity requirements.
