RFSQ - Professional Engineering Services to Perform System-Wide Inspection and Condition Assessments of the Existing roadway, Bridge and Facility Infrastructure

Harris County Toll Road Authority (HCTRA) is seeking qualified engineering firms to provide professional services for comprehensive, system-wide inspection and condition assessments of its roadway, bridge, and facility infrastructure under solicitation 26/0165. The contract requires annual assessments across four key engineering disciplines: roadway and drainage, structural (including bridges and overpasses), building pump station and generator systems, and data collection reporting with GIS integration. The primary objective is to generate accurate condition data and final reports mandated by the Trust Indentures securing HCTRA’s revenue bonds, with the goal of supporting long-term infrastructure preservation, safety, and capital budget planning over a period of up to five years. This is a qualifications-based solicitation governed by Texas Government Code Chapter 2252, meaning award decisions will be made solely on technical merit, relevant experience, and demonstrated capability—not on price. Multiple contracts are anticipated to be awarded to ensure adequate coverage across the extensive toll road network.
