RFSQ - Rental of Winter Control Equipment

The City of St. Catharines is seeking to establish a Qualified Supplier Roster for the as-needed rental of winter control equipment and licensed operators to manage emergent snow and ice events within the city limits. The scope includes the provision of rubber-tired hydraulic backhoe/loaders and tractors with minimum 10-foot plow blades, road graders with at least 160 Hp, and sidewalk snow plows equipped with salt spreader attachments. The agreement is for an initial one-year term, with the city holding the option to extend for up to three additional one-year terms. Qualified suppliers must provide all-inclusive hourly rates covering labor, materials, insurance, and delivery. Equipment must be fully fueled upon arrival and maintained in good mechanical condition in compliance with the Highway Traffic Act. Evaluation is based on a two-stage process involving mandatory submission requirements and rated criteria, with pricing accounting for 34 points of the total score. Selected suppliers must maintain comprehensive insurance, including five million dollars in commercial general liability per occurrence and two million dollars for owned and leased vehicles. The procurement is governed by the City of St. Catharines Procurement By-Law No. 2023-178.
