RIANG Lodging BPAs

The Rhode Island Air National Guard is seeking to establish multiple Blanket Purchase Agreements with local hotels to provide on-demand lodging for non-local Airmen in drill status or on official government orders. All awarded BPAs must be directly with hotels, not third-party vendors, and the facilities must be located within a 20-mile radius or 30-minute drive of the Quonset Air National Guard Base in North Kingstown, Rhode Island. The agreements are governed by the Department of Defense Lodging Adequacy Standards for FY25, which mandate compliance with ADA, NFPA 101, UFC, and antiterrorism requirements, including specific guest room amenities such as one bed per occupant, private bathrooms, blackout curtains, functional HVAC, internet access, and daily housekeeping. Pricing must align with the GSA per diem rates for Rhode Island for fiscal year 2025, and payment will be processed through the Government Purchase Card for orders under $15,000 and Wide Area WorkFlow for amounts exceeding that threshold. The BPA has a four-year period of performance from July 15, 2026, to July 14, 2030, with an estimated aggregate value of $350,000 over the term. This procurement is a total small business set-aside under NAICS code 721110, with a size standard of $40 million, and only offerors certified as small businesses in SAM will be considered. Offerors must be registered in SAM, possess a valid UEI and CAGE code, and comply with numerous federal clauses covering labor standards, equal opportunity, human trafficking prevention, export controls, prohibitions on business with the Maduro regime and Xinjiang region, and electronic invoicing through WAWF. Special deviations apply to the limitations on subcontracting clause and the DEI discrimination clause. Proposals are due by May 22, 2026, and must include a capabilities statement demonstrating compliance with all technical requirements. The award will be made to up to five responsive, technically acceptable offerors, and the Government will conduct facility inspections prior to agreement execution. All performance, payment, and compliance activities center around the North Kingstown location, and contractors must adhere to all Service Contract Act requirements as amended and specified in the contract attachments.
