Rigid Concrete Repair

Defense Supply Center Philadelphia has a requirement for the item Rigid Concrete Repair. We anticipate an Indefinite Quantity Contract for a two year base period with three 1 year options. Technical information and yearly estimated quantities are listed below. This procurement will be a Small Business Set Aside and will include both F.O.B. Destination and F.O.B. Origin. For depot shipments (i.e., Defense Depot New Cumberland, PA and Defense Depot Tracy, CA) the F.O.B. point will be destination. For OCONUS shipments, material will be sourced stuffed/loaded at a consolidation point. The required delivery schedule for up to 8,000 CO will be 30 days and 8,001 - 30,000 CO will be 90 days. The minimum quantity per delivery order is 1,728 and the maximum quantity per delivery order is 30,000. Pricing will be submitted for each base year and each option year. FOB Destination pricing will be acceptable for depot shipments and F.O.B. Origin pricing will be required for those shipments having overseas destinations. The following Approved Sources for NSN 5610-01-564-7710, RIGID CONCRETE REPAIR are: ABC Cement (Cage Code 3Y4R6) (item ABC Cement); Ceratech Inc. (Cage Code 1ZJZ4) (item Pavemend SLQ, Pavemend TR, Pavemend SL); CTS Cement Manufacturing (Cage Code 4NFR3) (item Rapid Set Concret Mix, Rapid Set Dot Cement); and BASF Construction Chemicals LLC (Cage Code 98898) (item Set 45 HW, Thoroc 1060, Thoroc 10-61). Additional/Alternate items must be tested and approved by the Army Corp of Engineers. The Army Corp of Engineers reserves the right to add and approve sources based on the testing criteria listed on the Engineering Technical Letter (ETL08-2), which is the property of Warner Robbins Air Logistic Center. The annual estimated quantity for the proposed solicitation is 30,000 CO. Please note that the annual estimates may be revised at the time of the solicitation to provide the most accurate and up to date information possible. An Add/Delete clause will be included in the solicitation. The solicitation once issued, will be posted onto DIBBS, https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will then be considered by DSCP. This solicitation will allow for a single award and evaluation will be based on Low Price-Technically Acceptable basis.
