Sources Sought Notice – RIMPAC 2026 Catering Services PMRF Kauai


The 921st Contracting Battalion, Wheeler Army Airfield (WAAF), HI is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for RIMPAC 2026.


The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS PROCUREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.


PLACE OF PERFORMANCE


The work to be performed under this contract will be at the PMRF location on the island of Kauai, Hawaii in support of military exercise RIMPAC 2026. Specific sites will be identified in the Performance Work Statement (PWS) but will include areas designated for exercise operations, billeting, and training.

REQUIREMENTS BACKGROUND


This is a non-personal services requirement to provide comprehensive logistics support for U.S. forces participating in Pacific Friendship 2026. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following:


Catering Services: Providing prepared meals (breakfast and dinner) and bottled water in accordance with U.S. health and sanitary standards.
 


REQUIRED CAPABILITIES


If your organization has the potential capacity to perform any of these requirements, please provide the following information:


Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization;
Tailored capability statements addressing the particulars of this effort, specifically highlighting experience operating within Kauai, Hawaii.
The Government will evaluate market information to ascertain potential market capacity to:


Provide supplies and services consistent in scope and scale with those described in this notice;
Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform in a foreign CONUS environment (Hawaii).
Implement a successful project management plan that includes: compliance with tight exercise schedules; labor law compliance; and risk mitigation for logistics;
Provide services under a performance-based service acquisition contract.
ELIGIBILITY


The vendor must demonstrate the capability to perform in the required designated area (Kauai, Hawaii).


ADDITIONAL INFORMATION/ ATTACHMENTS


Interested parties are requested to submit a capabilities statement of no more than 5 pages in length in Times New Roman font of not less than 10 pitch. (Note: Increased page count recommended given the complexity of OCONUS BLS compared to local dumpsters).


The deadline for response to this request is no later than 12:00 PM, HST on 6 MAY 2026. Experience in Kauai: What capabilities and past performance can your company provide specifically within Kauai or the Hawaiian Islands?
Logistics & Mobilization: What is the lead time required to mobilize equipment and personnel to provide daily catering services to PMRF on Kauai?
Company Profile: Provide a statement including status and company profile to include number of employees, office locations, UEI number, etc.
Your response shall be electronically submitted to the Contract Specialist, SSG Sanchez, Amber in either Microsoft Word or Portable Document Format (PDF). All data received marked as corporate or proprietary will be fully protected from any release outside the Government.
