AI Contract Overview
The contract solicitation SPE4A6-26-T-13XC seeks six retaining rings, NSN 5325-01-109-1952, to be delivered within five days after award to the 2nd Supply Depot in Busan, South Korea under FOB Origin terms. Compliance with stringent quality, packaging, and cybersecurity standards is mandatory, with inspections and acceptance occurring at the manufacturer’s origin as specified under RQ009. Quality assurance follows MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required in sample lots unless otherwise stated, and unspecified attributes are treated as major with an AQL of 1.0. Packaging must adhere to MIL-STD-2073-1E and DLA’s RP001, using Level B packaging with preservation method 20 (CLNG/DRY) and marking per MIL-STD-129 and MIL-STD-130N, though Item Unique Identification is not required. Export control restrictions apply under ITAR and EAR, limiting technical data access to contractors with approved JCP certification, completion of DLA export training, and prior DLA authorization; DFARS 252.225-7048 governs disclosure to foreign persons. Cybersecurity compliance requires CMMC Level 2 certification by a C3PAO, and contractor systems must meet NIST SP 800-171 requirements with safeguarding provisions under DFARS 252.204-7012 and FAR 52.240-93. Configuration change management, deviation requests, and removal of government identification from rejected items are mandated. Invoicing must be processed through WAWF, and socioeconomic representations including small business status are required under FAR 52.219-28 Alternate I and related clauses. Hazardous materials must be labeled per 252.223-7001 in accordance with OSHA standards, with exceptions for regulated products. All submissions must be made via DIBBS by the deadline, with offerors required to disclose UEI and CAGE codes if providing covered defense telecommunications equipment, and affirmative representations triggering compliance with nonmanufacturer rules or joint venture disclosures. While pricing details are not provided, the contract enforces accelerated payments to small business subcontractors and prohibits unauthorized obligations.
