The Transportation Security Administration (TSA) is seeking to develop a game-theory based simulation tool designed to optimize the randomization of security measures—such as personnel, procedures, and technology—in a way that maximizes risk mitigation despite limited resources. This tool aims to improve security effectiveness by enabling dynamic and risk-efficient deployment of security elements, which supports both real-world crisis management and training exercises. The objective is to balance effectiveness against a wide range of threats with flexibility, cost efficiency, and minimal disruption to commerce and civil liberties. TSA plans to award a hybrid Fixed Price and Labor Hour contract under NAICS code 541511, with a base period of twelve months and four optional twelve-month extensions. The solicitation, numbered HSTS03-08-R-RMS019, is planned for release around mid-July 2008 on the FedBizOpps website, with proposals due by mid-August 2008. The estimated award date is mid-September 2008. The procurement will follow a full and open competition, with contract award based on a best-value tradeoff analysis. Prospective offerors are responsible for monitoring the official website to obtain the solicitation package and submit proposals, with contacts provided for questions and clarifications. The place of performance will be Arlington, VA.

PRESOLICTION NOTICE PURSUANT TO FAR PART 5.204: The Transportation Security Administration faces an adaptive and motivated enemy whose choice of targets depends significantly on the perceived and actual vulnerability of the security system. As such, the ability to randomize the placement, scheduling, and sequence of security measures (people, process, and technology) can frustrate terrorist plans and even deter attacks because of unpredictability. However, simple randomization is not adequate to provide robust security performance. The ability to randomize while ensuring the maximum amount of risk is mitigated given a limited set of resources will ensure that security elements deployed in some systemic manner achieve their maximum security value as a whole. The Transportation Security Administration Office of Risk Management and Strategic Innovation requires development of a game-theory based simulation with the capability of being able to randomize in a risk-efficient manner of security elements being deployed. The tool supports crisis action/incident management actions during real-world contingencies as well as training and exercise events. The goal is to enable development and prioritization of risk mitigation measures with the best combination of effectiveness (against the broadest range of risks), flexibility, cost, and minimal impact on commerce and civil liberties. The Transportation Security Administration (TSA) intends to award, based on best value, a hybrid Fixed Price and Labor Hour contract with an anticipated base period of twelve (12) months and four (4) twelve-month option periods. Full and open competition is anticipated, using NAICS code 541511, with an SBA size standard of $23 million. The solicitation number will be HSTS03-08-R-RMS019). The Request for Proposal (RFP) will be posted only on FEDBIZOPPS http://www.fbo.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments that may follow. Solicitation HSTS03-08-R-RMS019 is tentatively scheduled to be available at http://www.fedbizopps.gov on or about July 17, 2008. The tentative scheduled date and time for submission of proposals for Solicitation HSTS03-08-R-RMS019 is August 18, 2008, 2:00 P.M. EST, Arlington, VA. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests or other inquiries will not be honored. Requests may be made via email at Kia.Green@dhs.gov. Offerors are instructed to include the Solicitation Number HSTS03-08-R-RMS019 on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. Contract award will be based on best-value tradeoff analysis that will result in best value to the Government. The estimated award date is September 15, 2008.
