The Naval Air Systems Command intends to award a Delivery Order to the ALQ-214 IDECM BOA N00019-11-G-0005 with ITT Avionics, Clifton, New Jersey, on a sole source basis for the following effort: review and update system level specification; update software/firmware requirements specifications; update mission datafile generator requirements; generate preliminary software and firmware designs as required by the Government; provide trade-off discussions in the form of white papers as required; and review and update interface control documents and interface design documents as necessary. This effort is being awarded on a sole source basis to ITT Avionics, in accordance with FAR 6.302-1 because ITT is the designer, developer, and manufacturer of the AN/ALQ-214(V)4/5 and is the only firm that can perform these efforts within the required timeframe.
