The Reading Housing Authority is soliciting sealed bids for the Exterior Signage Replacement and Upgrades at various affordable housing properties under Project Number RHA-C116, with a stipulated sum contract structure. Bids must be submitted electronically via pennbid.net by 11:30 A.M. on Tuesday, June 9, 2026, and late submissions will not be accepted. A pre-bid conference is scheduled for May 19, 2026, at 400 Hancock Blvd, Reading, PA, and interested bidders are strongly encouraged to attend and schedule site visits. All bid documents, including technical specifications, 36 bid drawings, and multiple addenda, are available through pennbid.net, with questions on technical matters submitted via the portal and administrative inquiries directed to contracts@readingha.org. All requests for clarification must be received by May 29, 2026. The procurement is governed by General and Supplementary Conditions, which incorporate requirements for OSHA compliance, mandatory background checks for all personnel and subcontractors, and specific packaging, handling, and storage protocols for materials—particularly hollow metal and metal panels, which must be protected from moisture, direct sunlight, and damage during transit and storage. Bidders must submit a comprehensive package including a completed Bid Form, Unit Price Schedule, Bid Bond, Form HUD-5369A, Non-collusive Affidavit, Section 3 Preference Certification, Bidder's Section 3 Compliance Agreement, a Financial Statement, and a Certificate of Authority to do business in Pennsylvania. Failure to submit any of these documents, fully executed, will render the bid non-responsive. Compliance with the Build America, Buy America Act (BABA) is mandatory, and bidders must affirm their adherence through a signed certification. The contract is subject to the Davis-Bacon Act, requiring certified payroll submissions with each payment application, and all contractors must coordinate payment submissions with the Architect by the 25th of each month, including lien waivers, a schedule of values aligned with the contract sum, and a preliminary construction and submittal schedule prior to the first payment. The award will be based entirely on responsiveness and full compliance with all documentation and certification requirements, with no weighted evaluation factors. The Reading Housing Authority reserves the right to reject any or all bids without explanation.
