Robert A. Perdue Water Treatment Plant Master Plan for Future Plant Facilities (SCH# 2004011048)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-SDO-55830-R5 with Xochitl Aranda on behalf of the Sweetwater Authority. The project involves the installation of a new aeration and destratification system at the western limits of the Sweetwater Reservoir in Spring Valley, California. The technical scope includes the deployment of air compressors feeding a diffuser line attached to a buoyant air pipeline, with the underwater components anchored by concrete structures and stainless steel cables. To facilitate installation, the pipe system will be assembled on land before being placed in the ground and reservoir, a process that includes excavation near the reservoir rim. The project is subject to strict environmental compliance under the California Environmental Quality Act and Fish and Game Code section 1600 et seq. While the project will result in temporary impacts to 0.08 acres of coastal sage scrub, the California Department of Fish and Wildlife has determined that it will not significantly affect the environment within its jurisdiction or impair public trust resources. As a condition of approval, a Mitigation Reporting or Monitoring Plan has been adopted to ensure all mitigation measures are enforced. The agreement was finalized with a Notice of Determination and CEQA findings signed on November 7, 2025.
