Elder, Elder Helper and Spiritual Care Program Pathfinder ServicesThe Correctional Service of Canada (CSC) is seeking to award a contract for Elder, Elder Helper, and Spiritual Care Program Pathfinder services to support Indigenous offenders at Stony Mountain Institution in Manitoba. The purpose is to provide culturally appropriate spiritual and healing programming aligned with the CSC’s mandate to assist Indigenous offenders in understanding and practicing their traditional culture through ceremonies, teachings, counseling, and cultural guidance. The Elder is responsible for delivering individual and group spiritual services, advising staff on Indigenous spirituality and protocols, participating in case management, and potentially escorting offenders on approved temporary absences for spiritual purposes. Elder Helpers assist Elders by supporting ceremonies, providing counseling when Elders are unavailable, coordinating activities, and offering cultural awareness trainings to staff. The Spiritual Care Program Pathfinder oversees and supports the delivery of these services, offers managerial support, liaises with CSC and contractors for recruitment and quality control, and ensures proper reporting and invoicing. The contract is set for two years until June 30, 2028, with an estimated value of approximately $2.57 million (plus GST/HST). The procurement is exclusively set aside for Indigenous businesses, with a preference for suppliers recognized by their Indigenous communities and possessing extensive experience in Indigenous spiritual and cultural services. The pre-identified supplier, The Native Clan Organization Inc., meets all the minimum essential requirements, including relevant experience in Elder and Elder Helper roles, as well as knowledge and leadership in Indigenous cultural practices. All contract activities must be performed in English and within secure correctional contexts, requiring personnel to hold a valid reliability status security clearance. Interested suppliers who meet the qualifications may submit a statement of capabilities by June 26, 2026, to signal their interest, after which the contracting officer may proceed with awarding the contract to the pre-identified supplier if no suitable alternatives emerge.
