Full Description

The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20 prepared an approval for a Hazardous Waste Facility Permit Renewal (Permit) pursuant to California Health and Safety Code, Chapter 6.5 for the Clean Harbors Port of Redwood City Hazardous Waste Facility (Facility). The Facility is a Hazardous Waste Transfer and Storage Facility for both Resource Conservation and Recovery Act and Non-Resource Conservation and Recovery Act (RCRA and non-RCRA) equivalent hazardous waste. The Facility is located at 625 Seaport Boulevard, Redwood City, CA 94063 and operates under a current Hazardous Waste Facility Permit. Clean Harbors Redwood City is located on an approximately 0.87-acre parcel and contains only one small booth to shelter the one staff person operating the site when necessary; it does not have any other structures or buildings. The Facility was originally under the ownership of Romic Environmental Technologies and came into the ownership of Clean Harbors Environmental Services Incorporated in 2007. Since that time the Facility has operated as a railcar transfer station for RCRA and non-RCRA hazardous waste sent and received from railcars at the Clean Harbors Facility located in the Port of Redwood City. Facility operations involve the transfer of RCRA and non-RCRA hazardous waste sent and received from railcars at the Clean Harbors facility located in the Port of Redwood City. The transfer or pumping of RCRA and hazardous wastes from one container to another is regulated by DTSC. Transfer operations occur within a secondary containment structure designed to contain spills from either the tanker truck or the railcar. There are two storage areas at this Facility; the first storage area is for the rail car tankers and the second area is for the vacuum tanker truck and debris drums. The purpose of this Permit is for the Facility to continue operational activities, as previously approved. There are no other proposed changes to the Facility, or any of the waste being received or treated, or to any other operations or units. There will be no significant operational changes or ground disturbance. All previous Permit requirements will remain in effect and the Permit will not result in any new or substantially more severe significant impacts on the environment.
