2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

UCLA is seeking qualified firms to serve as the Executive Architect and Mechanical Engineer for the Ronald Reagan UCLA Medical Center Mechanical Air Valve Replacement Project, a significant initiative estimated at approximately $24 million. The project involves decommissioning and replacing around 3,000 existing mechanical air valves within the hospital’s air-handling system, which requires careful planning to minimize disruption in an occupied healthcare environment. The scope includes potential demolition, modifications, and additions to existing infrastructure, with work scheduled during restricted hours, including nights and weekends, to accommodate hospital operations. The selected team will review and validate prior scoping reports, develop updated project programming, and plan phased construction, potentially through multiple permits and contracts. Design and construction must adhere to strict regulatory standards, including California Building Code, OSHPD requirements, NFPA, Title 22, NIOSH, and ADA, while also aligning with UC policies on sustainability and energy efficiency standards such as Title 24. The project delivery method will be Construction Management At-Risk (CMAR), with the selected firm responsible for comprehensive design, permitting, and construction administration, as well as assisting with agency approvals. The RFQ process, open until April 1, 2024, invites firms to demonstrate relevant experience in healthcare mechanical systems, decommissioning active systems, and working within occupied hospital settings, with final approval contingent upon the University of California Board of Regents.

Full Description

UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect and Mechanical Engineer for the proposed Ronald Reagan UCLA Medical Center (RRUMC) Mechanical Air Valve Replacement Project (945435.01).  The proposed project includes the decommissioning and removal of approximately 3,000 existing Triatek venturi mechanical air valves from the air-handling system supply, return, and terminal exhaust ducts located above the ceiling in multiple functional areas within the existing Ronald Reagan / UCLA Medical Center building and systematically replacing them with new system-compatible mechanical air valves.
Project scope may include demolition, alterations, and/or additions to the building¿s current air-handling system infrastructure, possibly impacting existing building systems, i.e., conduit/duct runs and other incidental building system pathways.  All work will occur in an occupied hospital with restricted hours to perform noise-producing work and access areas above and below the project sites.  The project will require night and/or weekend work to accommodate these restrictions.  Restorations will be made to any existing building improvements impacted by this project.
UCLA Health previously commissioned a report titled ¿Scoping Approach for the Replacement of the Mechanical Air Valves.¿ During the initial pre-design study phase, the awarded Executive Architect and Mechanical Engineering team shall review and revalidate the approach and recommendations contained within the ¿Scoping Approach for the Replacement of the Mechanical Air Valves¿ report and develop updated programming, scope, and phasing alternatives for the University¿s review and approval.
Based on the recommended project alternatives developed in the pre-design study phase, the overall scope of work may be executed through multiple phased and separately permitted construction contract packages.
Construction cost for this project has yet to be determined; however, the entire mechanical air valve replacement project is anticipated to be approximately $24M, depending on the agreed-upon scope of work and the number of required separately permitted projects.
In response to this RFQ, candidate firms must demonstrate familiarity and experience in the design, planning, and construction/installation of acute care mechanical air-handling systems, in addition to decommissioning and replacing these types of systems in active occupied areas of an acute care facility.  Project team experience must also demonstrate familiarity with applicable codes and regulations, including California Building Code, Department of Health Care Access and Information (HCAI) requirements for an OSHPD 1 acute care facility, National Fire Protection Association (NFPA), Department of Public Health requirements (Title 22), National Institute for Occupational Safety and Health (NIOSH), and Americans with Disabilities Act (ADA).
The project shall be designed to meet the requirements and intent of the University of California (UC) Regent¿s Policy on Sustainable Practices concerning green building design and energy efficiency.  The project will also be required to meet the California Energy Code (Title 24) energy efficiency standards and apply sustainability principles wherever possible.
The University has determined that the delivery method for this project will be Construction Management At-Risk (CMAR).  Upon completion of the Detailed Project Program (DPP), the Executive Architect will serve as the architect of record, managing and coordinating all design and construction document preparation tasks and construction administration responsibilities.  The
Executive Architect and Mechanical Engineer will also assist the University in securing Agency review approvals.
This RFQ is for full design services; however, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. The final selection and appointment of the Executive Architect and Mechanical Engineer is contingent upon project approval by the University of California Board of Regents or their delegated authority.
The complete RFQ packet will be available at:
http://www.capitalprograms.ucla.edu/Contracts/RFQProjects on Friday, March 8, 2024, responses to the RFQ are due by or before 10:00 a.m. on Monday, April 1, 2024.   A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committee¿s discretion.  Every effort will ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy.  Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
