LabView Software Enterprise Program Renewal
Solicitation # 1305M326Q0297
This solicitation, numbered 1305M326Q0297, seeks a firm-fixed-price renewal of NOAA’s LabView Enterprise Program agreement (Service ID EA-15701) to maintain critical software licensing for the Chemical Sciences Laboratory in Boulder, Colorado. The requirement is brand-name only, justified under 41 U.S.C. § 1901 due to proprietary compatibility with existing scientific instrumentation and legacy drivers that preclude substitution with alternative software. The contract includes a base period from September 13, 2026, through September 12, 2027, with two option years extending coverage through September 12, 2029, for a maximum total duration of three years and six months. Delivery is f.o.b. destination to NOAA’s facility at 325 Broadway, Boulder, CO, with final acceptance conducted by the Government’s Contracting Officer’s Representative. The vendor must provide verifiable Enterprise Program Documentation from National Instruments as a mandatory, pass/fail criterion for technical acceptability, without which the quote will be rejected. The solicitation is issued as a combined synopsis/solicitation under FAR Part 12 for commercial items and is not set aside for small businesses, although offerors are still required to self-certify their size status and socioeconomic categories on SF 1449. Evaluation is based on a best-value trade-off approach weighing three equally important factors: Technical Capability and Approach (including demonstrable experience, authorization to renew, and submission of authentic EPD), Past Performance (quality, timeliness, and customer satisfaction), and Price (reasonableness and alignment with technical proposal). Pricing for Option Year 2 is to be calculated at half the base year rate per FAR 52.217-8. All submissions must be made electronically via email by the revised deadline of August 10, 2026, at 4:00 PM MST, and must include a completed SF 1449, a pricing spreadsheet in Excel format, a technical proposal, and affirmations of UEI, SAM registration, Buy American compliance, and other required certifications. Invoices must be submitted through the Treasury’s Invoice Processing Platform, and the contract incorporates numerous clauses covering whistleblower rights, small business utilization, labor standards, energy efficiency, cybersecurity, and organizational conflict of interest. A Contracting Officer’s Representative will be appointed post-award and is currently TBD.
