Roofing Repair and Maintenance Services -PHAC - Manitoba

Health Canada and the Public Health Agency of Canada are soliciting skilled, licensed roofing labor to provide repair and maintenance services for the Canadian Science Centre for Human and Animal Health and the JC Wilt Infectious Diseases Research Centre in Winnipeg, Manitoba. The scope of work includes ensuring roofs remain watertight through installation, maintenance, repairs, renovations, and additions, as well as providing all necessary labor, supervision, materials, and equipment. The contract term is scheduled from April 1, 2027, to March 31, 2029, with three optional one-year extensions, potentially extending the period of performance to March 31, 2032. The contractor must maintain at least two qualified, security-cleared personnel and be capable of responding to calls during normal business hours and emergency calls outside regular hours. Performance is evaluated based on a weighted financial assessment of scheduled services and as-requested work, with a specific allocation of 90,000 dollars for additional work during the initial period. Compliance requires adherence to the Manitoba Workplace Safety and Health Act, WHMIS labeling, and various technical standards including CSA and ASTM. Security requirements include reliability screenings and the provision of performance and payment bonds equal to at least 50 percent of the contract amount.
