This solicitation is a total small business set-aside under NAICS code 333914 and will be awarded on a firm fixed price, all-or-none basis to the lowest price technically acceptable offer. Vendors must have valid DUNS numbers, be registered in the System for Award Management (SAM), and submit required certifications including FAR 52.212-3. The Coast Guard emphasizes adherence to all solicitation terms including the Buy American Act, combat trafficking regulations, and prohibitions against contracting with inverted domestic corporations. The closing date for quote submission is April 13, 2026. Questions about packaging or bar-coding requirements must be addressed to the contracting officer prior to award. The procurement will use simplified acquisition procedures and incorporates multiple FAR clauses related to commercial item acquisitions, ethical compliance, and small business participation requirements.
